Douglas C. Deming, TSSP



Summary:
Mr. Deming has over 17 years of experience in railroad engineering, construction, maintenance and operations. He has worked as a laborer, machine operator, foreman, track inspector, flagman and manager on the Caltrain right-of-way and engineer, inspector, project coordinator, and safety trainer, as the owner’s representative, for the Santa Clara Valley Transportation Authority (VTA). These experiences include managing the flagging department in the Caltrain corridor and project oversight on the Silicon Valley Berryessa Extension (SVBX) project. He spent 5 years working on an active railroad and 10 years on the SVRT, BART to San Jose, project, which was adjacent to an active Union Pacific Railroad (UPRR) corridor. Additionally, he has worked on many other smaller public and private infrastructure projects throughout the country.
His skills include track design, track construction, bridge inspection, construction management, CAD work, quality control, Railroad Worker Protection (RWP) program development and training, installation of traction power and overhead catenary systems (OCS), corridor assessments, hazardous materials control, preferred route identification, rail traffic coordination, with construction activities, and management of track maintenance. He has worked directly with, operating railroads, transit agencies, regulatory agencies and third party entities, which include UPRR, Caltrain, VTA Light Rail, CPUC and the FRA. Additionally, he has independently studied, and has some work experiences with rail grinding, railway geotechnics, rail vehicle dynamics, microstructure of rail steel, railway engineering, steel bridge design, positive train control (PTC) economics, contact mechanics and wear of rail/wheel systems, rail wheels, FRA rail defect inspection, pantograph and contact line systems, and railroad signaling.

Work Experience:
Bay Area Rapid Transit (BART), Station Modernization Project, Powell St. Station Upgrade Project, San Francisco, CA. Engineer Mr. Deming provided technical information to ensure contractor compliance with engineering standards, codes, contact specifications and design. He trouble-shot engineering related installation problems and coordinated with local authorities and designers for contract and industry standards compliance. He managed submittal processing, RFIs, change notices, change orders and as-built drawings. He also managed all project records, as well as site access, project progress, schedule review, participated in site investigations, progress meetings and evaluation of design information.
Project cost: $8m. (2016-2018).

Silicon Valley Berryessa Extension (SVBX), Santa Clara Valley Transportation Authority (VTA), San Jose, CA.
Rail Inspector/Engineer
Mr. Deming performed track and construction inspection for Silicon Valley Berryessa Extension (SVBX), including open track, special trackwork, floating slab track, direct fixation track and third-rail installation. He reviewed and monitored contractor for compliance of contact specifications, as-built drawings and contractor safety.
Project cost $800m, (2016).

Silicon Valley Rapid Transit Projects (SVRT), Santa Clara Valley Transportation Authority (VTA), San Jose, CA.Engineer and Coordinator, Construction Management Oversight ​Mr. Deming performed design review, field coordination and inspection, existing utility investigation and constructability review, during preliminary engineering, and coordinated work for UPRR track and bridge construction, rail operations, and third party utilities relocations, during early construction. Inspection services included utility and hazmat inspection for railroad yard acquisition and removal of contaminated soil. He coordinated and assisted with negotiations and construction progress meetings between VTA, contractors, and UPRR and helped with track and yard track phasing relocations. He also worked as the CPUC liaison, facilitating field diagnostics meetings and design coordination between CPUC, UPRR and VTA for grade crossing modifications. He developed and submitted CPUC applications and forms for new grade separations and modifications of existing at-grade crossings. He also coordinated, and worked with, VTA Outreach, legal, contracts and real estate departments. His other responsibilities, during preliminary engineering and project construction, included development of RWP programs and training for all project staff.
Project cost: $800m, (2005-2015).


VTA Light Rail Efficiency Project, Mountain View Double Track Phase I & II Signal and OCS (Overhead Catenary System), VTA, San Jose, CA. Inspector/coordinator Mr. Deming provided project engineering support and inspection for new track installation and coordination for OCS installation. Inspection services included utility coordination, design compliance, contractor safety and coordination of track protection, and right-of-way access between two agencies.

Project cost: $32m, (2014-2015).

Bridge Rehabilitation Project, Santa Cruz Regional Transportation Commission, Santa Cruz, CA.
Field Engineer/Bridge Inspector
Mr. Deming provided engineering, construction management and inspection services for the Santa Cruz Regional Transportation Commission (RTC) on the Santa Cruz Branch Line Railroad Bridge Rehabilitation Project. His work included contract compliance, adherence to design specifications, work site safety and railroad bridge inspection. The work included replacing a steel bridge and renovating three timber structures.
Project cost: $5m, (2014).

Caltrain Improvement Projects and Maintenance-of-Way operations.
Resident Engineer Mr. Deming was responsible for coordinating, implementing and monitoring all third party railroad construction projects including grade separations, bridge construction and demolition, overhead freeway structure retrofit projects, rail and tie replacement programs, general maintenance along the active rail line and management of flagging department. His duties also included supervising and training railroad maintenance and flagging staff, coordination of commuter rail operations and all field and track work throughout the corridor, field inspection and monitoring contractors and crews to ensure safety compliance, estimating project costs, scheduled and assigning crews to work within short work windows, monitored work in progress to meet project deadlines within budget. Specific projects included the Oakdale bridge replacement, the I-280 bridge retrofit and new grade separations at Jefferson, Ralston, Holly and Harbor, among many other activities.
Contract Cost: $30m/year. (1994 - 1999)
